Important Update on Sunny Breeze 42-Lot Subdivision
Developer Larry Kine has submitted an application to the City for a proposed 42-lot single family home subdivision at 61521 Sunny Breeze Lane. This 7.8-acre property is adjacent to the Central Oregon Irrigation District (COID) property and the Canopy Trail.
As required by the City, Mr. Kine held a neighborhood meeting on December 9 before submitting his application. Because the traffic study wasn’t presented at that meeting, SCNA requested a follow-up meeting with the traffic engineer to go over the study and answer neighbors’ questions. That meeting took place on January 6. Some information and community concerns that emerged from the two meetings are:
- The subdivision has only one entrance and egress, on Sunny Breeze Lane.
- Two project streets dead-end into the Canopy Trail and another portion of COID property near Milo Way, so homes will be equipped with sprinkler systems.
- The application doesn’t include plans for the homes, but 2-story single-family homes with garages are likely.
- The traffic study estimates 40 new vehicle trips on Sunny Breeze during peak afternoon hours and 391 daily vehicle trips.
- Traffic feeding onto McClellan and turning left onto Brookswood was of particular concern, with the existing difficulty and danger of turning at this intersection being exacerbated. Neighbors want the City to consider this when reviewing the application and options for mitigation.
- The tree preservation plan preserves 11 priority trees which enables the developer to meet Bend’s Tree Preservation Code without any mitigation.
- Save Bend Green Space (SBGS) met with Mr. Kine to explore ways to protect perimeter trees beyond the 11 priority trees and a number of smaller regulated trees in the plan. He has given SBGS permission to tag the trees that will be preserved under the Tree Code and additional trees that may be potentially saved. SBGS will coordinate a field inspection by Bend Urban Forester Ian Gray to assess the feasibility of preserving additional trees.

The deadline has not been set for comments yet, but we will keep you posted on it.
This application appears to be moving quickly and we will continue to keep you informed about the proposed subdivision as it goes through the City’s approval process.
