Southern Crossing Neighborhood Association will hold a  Special  Membership Meeting via Zoom. The primary purpose will be to vote on changes to our Bylaws. (SCNA is governed by Bylaws as required by the City of Bend for us to operate as a Neighborhood District.) The SCNA Board of Directors is proposing several changes, which must be approved by SCNA members (i.e. residents and business owners/operators).

The substantive changes being proposed to the Bylaws will support the Board’s intent to shift the General Membership Meeting from its traditional Autumn time frame to a date tentatively in the first quarter of the year. The change would replace the requirement to hold the meeting once every calendar year with a requirement to hold the meeting approximately every year but no more than 18 months following the previous meeting.

Smaller changes are being proposed to:

• Clarify the possible use of a Special Membership Meeting to hold board member elections, as is specified elsewhere in the Bylaws
• Consistently use the terms “General Membership Meeting” and “Special Membership Meeting”, rather than a variety of contracted forms
• Include the City’s change in terminology from “Neighborhood Associations” to “Neighborhood Districts” while keeping SCNA’s references to itself as an Association
